This isn't correct, and not sure where you ever got that impression. Give us back the full offline program installer.
Secondly if you're someone like me who keeps their main work computer offline for protection and uses a second PC for internet, it's useless as you can only install on the pc connected to the internet. It then deletes the installer after install, meaning you have to wait around again to download the program again if you have a problem.
You then have to connect to the internet again for it to begin really downloading the program and installing. All the direct downloads do now is install creative cloud which is just adobe's download manager really. This had the advantage that if you had a problem with a program or just a glitch, you could just use the installer to re-install. In the past you could direct download the entire offline installer. If you click a link that does not have those steps listed, open a second window using the Lightroom 3 link to see those 'Important Instructions'. They are critical especially steps 1, 2 and 3.
